Russian President Vladimir Putin has paid his second visit to Ukraine’s eastern territories, which are partially occupied by Russia.

A Secret Visit

Putin heard briefings on the situation there and in the Zaporizhia region from the commanders of the airborne troops and the “Dnieper” army group, as well as other senior officers, the Kremlin said on Tuesday. Putin addressed a military command meeting in the southern Kherson region.

He also went to the Luhansk region in eastern Ukraine to see the National Guard HQ

A video of the visit, in which Putin is shown flying in a helicopter to Luhansk, was also made public by the Kremlin. However, no specific dates for the meetings were provided. Putin met with Li Shangfu, the Chinese defence minister, on Sunday in Moscow.

In a move that was denounced as unlawful by Kyiv and its supporters, Russia annexed four regions of Ukraine in September, including Kherson and Zaporizhia, albeit it did not have complete control over any of the territories.

The Russian military left Kherson, the biggest city it had taken over since its invasion in February 2022, and the regional capital, in November. Since then, troops have been fortifying their positions on the other bank of the Dnieper River in preparation for a new Ukrainian counteroffensive.

Currently, a fierce combat between Russian and Ukrainian forces is taking place for control of eastern Bakhmut, a town that was once a major salt mining hub but is now in ruins.
