Prime Minister Narendra Modi will today chair a pivotal meeting of the NITI Aayog Governing Council at Bharat Mandapam in New Delhi, uniting Chief Ministers from across India.
This is the first significant dialogue between the Centre and states following the Indian Armed Forces’ successful execution of ‘Operation Sindoor’, which dismantled multiple terrorist camps in Pakistan and Pakistan-occupied Kashmir earlier this month.
The meeting is themed ‘Viksit Rajya for Viksit Bharat@2047’, reflecting the Prime Minister’s vision of cooperative federalism and shared responsibility to transform India into a developed country by the centenary of its independence.

A statement from the Aayog emphasised that as India marches towards development, it is vital for each state to harness its distinct strengths to translate the aspirations of 140 crore citizens into measurable progress.

The agenda encourages states to craft inclusive, long-term vision documents, grounded in their local contexts but aligned with national priorities.
Thematic areas of discussion include human development, sustainable economic growth, digital governance, and infrastructure modernisation.
Key Discussion Points
The discussions will be data-driven, with states expected to adopt measurable outcomes supported by institutional tools like Monitoring and Evaluation Cells, ICT infrastructure, and Project Monitoring Units.
Additionally, the meeting will explore key recommendations made during the fourth National Conference of Chief Secretaries in December 2024.
These recommendations include:
- Building manufacturing and services ecosystems in Tier 2 and 3 cities.
- Strengthening MSMEs and informal employment in rural and urban regions.
- Unlocking opportunities in the green economy via renewable and circular economy initiatives.
A senior official revealed that deliberations will likely consider inputs from the upcoming Union Budget 2025–26 and challenges facing the Indian economy, such as global trade tensions and tariff issues.
Despite external headwinds, the Indian economy is forecasted to grow between 6.2% and 6.7% this fiscal, although international agencies like the IMF and World Bank have slightly revised growth projections downwards for 2025–26.
The Governing Council, comprising all Chief Ministers, Lieutenant Governors, and Union Ministers, serves as the apex decision-making body of NITI Aayog.
The council is also working on a vision document to guide India’s growth to a $30 trillion economy by 2047, integrating ten thematic pillars covering economic, social, and governance reforms.
Today’s meeting stands as a milestone in India’s federal journey, where strategic dialogue meets national ambition in the post-Op Sindoor era.
