An all-party Indian parliamentary delegation, led by Congress MP Shashi Tharoor, arrived in Brazil on Sunday as part of Operation Sindoor, India’s ongoing diplomatic mission to rally international support against cross-border terrorism.
The visit marks the fourth leg of a five-nation tour, following successful stops in Guyana, Panama, and Colombia.
Brazil Is Strategic Partner To India’s Global Anti-Terror Diplomacy
Upon their arrival in Brasília, Sandeep Kumar Kujur, Charge d’Affaires at the Indian mission in Brazil, welcomed the delegation at the airport.
Tharoor emphasised the strategic importance of engaging Brazil on India’s zero-tolerance stance toward terrorism.
“Brazil is a major power in the region, a BRICS partner, and a country with which our relationship was elevated to a strategic partnership in 2006,” Tharoor told IANS. “Although Brazil is not on the UN Security Council at present, it’s vital to keep them fully informed of our position on terrorism and maintain open channels of dialogue.”
Delegation Reflects On Positive Feedback From Previous Stops
Tharoor noted that the delegation had received strong support and solidarity in earlier visits.
“Feedback has been very positive in Guyana and Panama, both Security Council members. We saw tremendous understanding of our position and commitment to countering terrorism,” he said.
He also recounted the delegation’s successful diplomacy in Colombia, where the government withdrew an earlier statement perceived as sympathetic to Pakistan during Operation Sindoor.
“After our meetings with the Colombian government and Parliament, they rectified their statement and issued a stronger message of support for India—both from the executive and, more emphatically, the legislature,” Tharoor added.
Engagements Scheduled With Brazilian Lawmakers & Diplomats
During their stay in Brazil, the delegation is set to meet with several top officials and lawmakers, including:
- Ambassador Celso Amorim, Head Adviser to the President of Brazil
- Ambassador Maria Laura da Rocha, Secretary General of Foreign Affairs
- Senator Nelson Trad, Head of the India-Brazil Friendship Front in the Brazilian Senate
- Federal Deputy Filipe Barros, President of the Committee on Foreign Affairs and National Defence in the Chamber of Deputies
These discussions aim to deepen bilateral cooperation and align strategies against terrorism.

- Shambhavi (Lok Janshakti Party – Ram Vilas)
- Sarfraz Ahmad (Jharkhand Mukti Morcha)
- GM Harish Balayogi (Telugu Desam Party)
