In a significant move to modernize land records and enhance transparency, Finance Minister Nirmala Sitharaman announced a series of land-related reforms and action proposals while presenting the Union Budget in Parliament on Tuesday. Whereas, a key initiative is the assignment of a Unique Land Parcel Identification Number (ULPIN) to all land in rural areas.
Morever, the 14-digit ULPIN is part of the Digital India Land Records Modernisation Programme (DILRMP) and is based on longitude and latitude coordinates. Its allocation relies on detailed surveys and geo-referenced cadastral maps. In addition to the Department of Land Resources (DOLR), ULPIN serves as a single, authoritative source of truth for land or property information, providing integrated land services to citizens and stakeholders.

However, the ULPIN system complies with international standards set by the Electronic Commerce Code Management Association (ECCMA) and Open Geospatial Consortium (OGC). It aims to streamline land parcel identification and tracking, enhancing transparency, efficiency, and accuracy in land-related activities.
– Developing land banks and Integrated Land Information Management System (ILIMS)
– Facilitating real estate transactions and resolving property taxation issues
– Improving disaster planning and response efforts
– Enabling entitlement of beneficiaries under land-based schemes
– Reducing boundary disputes
As of now, ULPIN has been rolled out in 29 states, with pilot testing conducted in Puducherry, Telangana, Manipur, and Andaman and Nicobar Islands. Madhya Pradesh, Ladakh, and Jammu and Kashmir are also using ULPIN in survey and mapping initiatives.
