Parliament will open its winter session on December 1, and leaders already expect intense clashes and fiery speeches. Despite Delhi’s cold wave, political heat will dominate the three-week proceedings.
The government plans to push a reform-heavy agenda. The Opposition has prepared for a sharp fight over electoral, civic and economic concerns. The stage is set for a charged session.
The NDA will enter the House with confidence after its sweeping victory in the Bihar Assembly elections.
Opposition parties, however, plan to raise the Election Commission’s Special Intensive Revision of electoral rolls.
They allege that the exercise aims to exclude specific voter groups. Congress, Trinamool Congress, DMK, Samajwadi Party and the Left will demand accountability, citing deaths linked to the process.
Opposition MPs will also flag Delhi’s severe pollution levels and unemployment. They aim to force the government to address both issues as a priority.
The government, meanwhile, will highlight institutional boundaries, arguing that the Election Commission operates autonomously.
The Commission has already met with a Trinamool delegation to discuss concerns.
Cultural themes will also enter the House. The government plans a full-day discussion on Vande Mataram during its 150th-year celebrations.
Prime Minister Narendra Modi recently said that earlier restrictions on key verses divided the nation and must be understood in the present context.
Leaders in both Houses will urge all parties to participate in the discussion. They will emphasise that the national song stands as a unifying symbol.
The session will also take up the first batch of supplementary demands for grants for 2025-26, adding fiscal debates to the agenda.
Lawmakers will examine at least ten major bills. The Atomic Energy Bill, 2025, seeks to reform nuclear energy, widen private participation and strengthen regulation.
The Higher Education Commission Bill, 2025, proposes to replace the UGC and streamline oversight.
Other key bills include amendments to corporate laws, insurance laws, capital market regulations, Manipur GST and arbitration processes.
Political observers expect multiple disruptions. Walkouts and adjournments are likely as both sides brace for confrontation.
With sharp ideological divides and a crowded legislative calendar, the winter session appears set for a political storm.
