A meeting of the Council of Ministers was held at Mantralaya today under the chairmanship of Chief Minister Shri Shivraj Singh Chouhan. The cabinet decided to construct 70 well-equipped schools in the state at an estimated cost of Rs. CM. In the first phase of the Rise scheme, 275 schools are being developed by the School Education Department.
Revised administrative approval for irrigation projects worth Rs 1207 crore and Rs 36 lakh
A revised administrative approval of the Runj medium irrigation project, costing Rs. 513 crores and 72 lacks, with a storage area of 14 thousand 450 hectares, was granted by the cabinet. The project will benefit from an irrigation facility in a 14 thousand 450-hectare area of 47 villages in Ajaygarh tehsil of Panna district. Revised administrative approval was given by the Council of Ministers for the Majhgaon Medium Irrigation Project, costing Rs 693 crore (64 lacks), with a reservoir area of 13 thousand 60 hectares. The project will get benefit of an irrigation facility in a 13,600-hectare area of 38 villages in Ajaygarh tehsil of Panna district.
Ratification regarding lien rights of government landholders in urban areas
The Council of Ministers ratified the order given by the Chief Minister on February 31, 2023. Regarding the lien rights of the holders of government land in urban areas, in the Mukhyamantri Urban Land Rights Scheme, by increasing the eligibility period (date of occupation) for the lease of persons occupying government land in urban areas from December 31, 2014, to December 31, 2020, Following the procedure and provisions of the departmental circular dated September 24, 2020, regarding the lien rights of the holders in the government land of urban areas, such occupiers who apply before the competent authority until July 31, 2023, will be given interest and land rent as per the rules. 30-year permanent leases should be issued for the plots occupied by them.
Sanction of Risk Allowance for Linemen
The cabinet decided, in view of the adverse conditions and risky work of the linemen, that the ITI should pass on workers employed through outsourcing in the power distribution companies of the state who are working as linemen in the company. In addition to the monthly salary fixed by the Labour Commissioner, a risk allowance of Rs 1000 will be given. Such working linemen will be eligible for employment in this category after successfully completing the training organised by the companies and passing the exam conducted for the same.

Based on the speciality of the district in the state, district-wise products have been selected under one district, one product, through the Department of Industrial Policy and Investment Promotion by the government to increase the production capacity, branding, and marketing of the products manufactured by them.
Approval for the computerization of revenue courts
The cabinet has approved the computerization project for revenue courts, RCMS 4.0. The technical and financial proposal for the next 5 years (2023-24, 2024-25, 2025-26, 2026-27, and 2027-28) spent 73 crores, 48 lacks, and 65 thousand for the development of RCMS 3.0. Approval was given to continue the RCMS project 3.0 parallelly for the next two years (2023-24 and 2024-25) with an expenditure of 9 crores, 78 lacks, during the period of implementation and development of RCMS 4.0.
Approval of 25 new mobile and 20 new permanent kitchen centres
In addition to the 100 kitchen centres set up in the second phase of the Deendayal Antyodaya Yojana by the Council of Ministers, 20 new permanent kitchen centres were established in 20 bodies and 16 municipal corporations, including Pithampur and Pithampur. It was decided to open a total of 25 new mobile kitchen centres (thus a total of 45 new kitchen centres) in Mandideep.
The importance of kitchen centres was also displayed during the COVID-19 pandemic. Therefore, on February 26, 2021, in the second phase of the kitchen scheme, a total of 100 kitchen centres started operating in 52 district headquarters and six religious cities: Maihar, Omkareshwar, Maheshwar, Amarkantak, Orchha, and Chitrakoot. In the scheme, food is provided to each needy person at a rate of Rs. 10 per person. To date, 1 crore 62 lakh plates have been distributed.

The cabinet approved the creation of 972 new posts by combining 488 posts of regular establishment and 484 posts of outsourced various cadres for the operation of the newly constructed 1000-bed hospital under Medical College, Gwalior.
Amendment in the norms of crop damage assistance amount
In Revenue Book Circular Section Six, Number 4, the present amendment was ratified in serial numbers 01 and 02 of Appendix-1 (one) (a) for crop damage due to a natural calamity. For rain-fed crops, farmers and accountants holding small and marginal agricultural land from 0 to 2 hectares pay 5 thousand 500 rupees per hectare for 25 to 33 per cent crop damage and 8 thousand 500 rupees per hectare for 33 to 50 per cent crop damage. 17 thousand rupees per hectare for more than 50 per cent crop damage; 9 thousand 500 rupees for 25 to 33 per cent crop damage per hectare for irrigated crops; 16 thousand rupees for 33 to 50 per cent crop damage; more than 50 per cent crop 32 thousand 500 rupees for damage; 9 thousand 500 rupees per hectare for perennial (perennial) crops (25 to 33 per cent crop damage in less than 6 months from sowing or transplanting).

In cases of 33 to 50 per cent crop damage, Rs. 6 thousand, 500 per hectare, will be given for sericulture (Ari, Mulberry, and Tussar) crops and Rs. 8 thousand per hectare for coral. In cases of more than 50 per cent crop damage, Rs. 13,000 per hectare will be given for sericulture (Ari, Mulberry, and Tussar) crops and Rs. 16,000 per hectare for coral.

The cabinet approved the creation of 25 academic and 22 non-academic new posts for starting arts, science, and commerce faculty at the graduate level in Government New College, Nandanagar, Indore.
