As concerns mount over the rise in forced religious conversions across India, a political voice has emerged demanding immediate and decisive action.
Dr Rajeshwar Singh, MLA from Sarojini Nagar and former Enforcement Directorate officer, has issued a strong appeal to the Central Government, calling for the enactment of a Comprehensive Central Anti-Conversion Law.
His appeal follows two major developments: the exposure of the Changur Baba conversion racket and the busting of an ISIS-linked conversion module in Agra—both viewed as coordinated threats to India’s national and cultural fabric.
“Religious conversion is no longer about personal belief—it’s a calculated war against Bharat’s identity,” Dr Singh stated during a press interaction in Lucknow.

Why a Central Law Is Essential
In a formal letter to Union Law Minister Shri Arjun Ram Meghwal, Dr Singh highlighted the rise of illegal conversions. He described them as a criminal empire operating through fake identities, deceptive marriages, and foreign-funded NGOs.
The Changur Baba case, he further alleged, involved the forced conversion of over 5,000 Hindu girls. In Agra, under Mission Asmita, two sisters were rescued and ten conversion agents arrested.
“From Changur Baba to ISIS modules—this is not a coincidence. It’s a conspiracy,” he said.
Additionally, Dr Singh insists that the Centre must replace fragmented state-level laws with a nationally enforced legal framework.
Dr Singh’s Key Legislative Proposals
- Legal Clarity: Precise definitions of illegal, mass, marriage-based, and foreign-funded conversions
- Strict Punishments: Life imprisonment for masterminds; 7–10 years for agents and recruiters.
- Mandatory Monitoring: Declarations before District Magistrates; judicial scrutiny of conversions by marriage.
- National Enforcement: Establishment of a National Anti-Conversion Authority; empower NIA in terror-linked cases.
- Victim Protection: Legal aid, rehabilitation, and monitoring of online radicalisation.
- NGO & FCRA Oversight: Audit religious NGOs and prohibit conversion-linked foreign-funded organisations.
Drawing attention to countries like Nepal, Indonesia, and Russia, which have already implemented strong anti-conversion laws, Dr Singh also said that India must act swiftly to ‘prevent irreversible cultural loss’.
Moreover, he also condemned the silence of opposition parties, calling it a betrayal.
“When daughters are targeted and terror grows in the name of religion, silence is not secularism—it’s complicity,” Dr Singh noted.
Commending Uttar Pradesh Chief Minister Yogi Adityanath for taking tough measures, Dr Singh concluded with a national call to unity.
“This is not about vote-banks—it’s about Rashtra-Niti. India needs one law, one stand—to protect every daughter, every faith, and every future.”
