US prosecutors have charged Vikash Yadav, a former Senior Field Officer of India’s Research and Analysis Wing (RAW), in an alleged murder-for-hire plot against Khalistani separatist Gurpatwant Singh Pannun, who resides in New York City. The charges were unsealed in the Federal Southern District of New York Court on Thursday.
Attorney General’s Strong Statement
In a press conference, Attorney General Merrick Garland emphasized that the Justice Department will not tolerate attempts to endanger Americans. “Today’s charges demonstrate our commitment to uphold the rights of every US citizen,” he stated.

Garland described Yadav as “an Indian government employee,” asserting that the department will hold accountable anyone who seeks to harm American citizens, regardless of their position.
Details of the Charges
Yadav faces multiple charges, including conspiracy to hire a hitman, the murder-for-hire plot, and money laundering.
The indictment references the killing of Hardeep Singh Nijjar, a Canada-based Sikh separatist, noting that Yadav further indicated to Gupta that Nijjar was also a target. Law enforcement intercepted communications between Yadav and Gupta, which included detailed planning for the alleged plot.
Arrest and Extradition of Co-Conspirator
Gupta, who was arrested in the Czech Republic at the request of the US, was extradited and appeared in court in June.
Court Proceedings and Upcoming Status Conference
Judge Victor Marrero, overseeing the case, has scheduled a status conference for Friday to discuss evidence handling and case proceedings. The 18-page indictment further identifies Yadav, who used aliases “Amant” and “Vikas,” as having served in India’s intelligence community, with a background in security management and intelligence operations.
Financial Arrangements and Plot Development
According to the charging document, Yadav and Gupta agreed to a payment of $100,000 for the assassination, with an advance of $15,000 arranged through an associate. Yadav provided Gupta with Pannun’s personal details, including his New York address and phone numbers.
However, the alleged plot reportedly began around May 6, 2023, with Yadav using encrypted communication to inform Gupta of potential targets, including one in California. During a video call, Yadav discussed logistics and timing, even advising Gupta to pause the plot during Prime Minister Narendra Modi’s visit to the US.
