Japanese Prime Minister Fumio Kishida has called for “concrete actions” to reform the United Nations Security Council (UNSC), emphasizing the need to adapt the global body to contemporary world realities. Speaking at the ‘Summit of the Future’ in New York on Monday, Kishida stressed the urgency of UNSC expansion and reforms in its working methods.
“The world stands at a historical inflection point,” Kishida said, urging collective action to protect future generations. He highlighted that most Member States support expanding both permanent and non-permanent seats on the Security Council, while recognizing the Council’s vital role in global peace and security.
Kishida Pushes for UNSC Reform
Kishida called for reforms ahead of the UN’s 80th anniversary next year, urging Member States to take decisive action. “Japan remains committed to maintaining international peace and security through a reformed Security Council based on the rule of law,” he stated.
Japan, along with India, Brazil, and Germany, continues to push for reform through its membership in the G-4 and the L.69 Group. These countries advocate for an expansion in both categories of membership and are urging the UN to begin text-based negotiations.
India’s Push for Permanent Membership
India, led by Prime Minister Narendra Modi, has also made UNSC reform a priority. The country is actively working with reform-oriented nations to secure a permanent seat on the Council. The reform process is being discussed under the Inter-Governmental Negotiation (IGN) framework at the UN General Assembly.
Earlier, Kishida held a bilateral meeting with Modi during the Quad Leaders’ Summit in the U.S., where they reaffirmed their commitment to global governance reform and bilateral cooperation in various areas.
