Supreme Court To Hear Challenge Against BPSC Chairman Manu Bhai Parmar’s Appointment

The appointment of Manu Bhai Parmar as the Chairman of the Bihar Public Service Commission (BPSC) has been challenged in the Supreme Court. Advocate Brijesh Singh filed a petition, alleging that Parmar’s appointment was unlawful due to his criminal history. The petition specifically highlights corruption allegations against Parmar, which arose before he assumed the role of BPSC Chairman.

The petition claims that Parmar implicate in a corruption case investigated by the Vigilance Department. The case centers around irregularities in the Mahadalit Vikas Mission, a government initiative established in 2007 for the development of Mahadalits, which began operating in 2010. According to the petition, the mission tendered contracts to Shriram New Horizon and IIIM for providing training and facilities, but the government declined to give permission for their prosecution.

A key witness, Shashi Bhushan Singh, who served as a coordinator for the mission, provided a statement suggesting that the Bihar Mahadalit Vikas Mission had selected an NGO, Shriram Horizon, to provide computer training to Mahadalit students through a tendering process. Singh’s testimony links Parmar to the controversial handling of the project.

Parmar’s Career Background And Controversies

Manu Bhai Parmar, a 1992-batch officer, took the BRS (Bihar Revenue Service) route to assume the position of BPSC Chairman. Prior to this, Parmar held various significant roles in Bihar’s state administration, including serving as Secretary, Principal Secretary, and Additional Secretary in key departments such as Art and Culture, SC-ST Welfare, and Geology. His brother, Ravi Bhai Parmar, is an IAS officer who has worked as the Additional Chief Secretary of the Geology Department.

The petition has raised significant concerns about Parmar’s qualifications and the allegations against him. As the case progresses, the Supreme Court will review whether these issues should impact his appointment to the prestigious BPSC Chairman role. The outcome of this legal challenge could have serious implications for Parmar’s position and the integrity of the appointment process.
