Waqf Amendment Bill

BJP leader Khem Chand Sharma has expressed strong support for the Waqf Amendment Bill 2025, describing it as a transformative step toward correcting decades of systemic issues within the waqf system.

Sharma believes the Bill is not merely an administrative change but a historic reform that aims to curb the excessive use of power, elevate the voices of marginalized communities, and restore faith in a system long criticized for its lack of transparency.

1. How The Bill Will Curb Excessive Use Of Power

A major issue with the waqf system, according to Sharma, has been the unfettered power of waqf boards, which have frequently trampled on the rights of non-Muslims and disadvantaged Muslims.

Authorities have declared ancestral homes, agricultural lands, and even temples as waqf properties, often without clear evidence or due process, leading to dispossession and resentment.

The 2025 Bill addresses this by ensuring that only legitimate waqf properties are recognized. It introduces stringent scrutiny and monitoring of property claims, ensuring that all claims are carefully reviewed.

This reform, Sharma emphasizes, is a promise of justice, restoring ownership rights and equality for all citizens.

2. Representation Of Marginalized Communities

The Bill also aims to bring greater representation to communities that have long been neglected in the management of waqf properties, particularly women and Pasmanda Muslims.

These communities have been sidelined by entrenched social structures, but the 2025 Bill mandates their inclusion on waqf boards.

Sharma points out that this is not just a symbolic gesture but a meaningful step toward equality.

Now, communities such as widows whose livelihoods depend on waqf-managed land or Pasmanda artisans who rely on fair resource distribution will have a voice in decisions that directly affect them.

The Bill ensures that waqf boards reflect the needs and aspirations of all stakeholders, not just a select few.

3. Ensuring Transparency And Combating Corruption

Transparency has long been a major concern in the waqf system, leading to mismanagement and corruption.

The 2025 Bill tackles this issue head-on by introducing digital records, publicly accessible databases, and regular audits.

These measures will give citizens a clear view of the management of waqf properties. This will make administrators accountable for their actions.

Sharma emphasizes that transparency is a key tool for empowerment.

It enables communities to hold waqf officials accountable.

4. Accountability: A Pillar Of The Reform

With transparency comes accountability. The 2025 Bill ensures that waqf officials will operate under clear guidelines, subject to regular audits and mandatory disclosures.

This accountability framework will not only prevent corruption but also foster a culture of responsible management, where officials understand that managing waqf properties is a duty, not a privilege.

Sharma stresses that this system will ensure waqf properties, whether schools, hospitals, or shelters, serve their intended purpose, benefiting society as a whole rather than a few individuals.

Accountability, he believes, is at the heart of this reform, linking purpose with impact.

5. Accessible Justice Through High Court Intervention

For years, legal red tape has tangled disputes over waqf properties, leaving many citizens frustrated and without recourse.

The new Bill eliminates these complexities by enabling affected individuals to seek justice directly from the High Court.

6. Waqf Bill Empowers District Magistrate

To ensure the integrity of the system, the Bill also empowers District Magistrates to oversee waqf claims.

This additional layer of oversight ensures that authorities approve only valid claims and prevent them from recognizing fraudulent or excessive claims.

Sharma points out that local authorities’ involvement adds practicality and fairness to the process.

7. A Vision For A Just And Unified India

The Waqf Amendment Bill 2025, according to Sharma, is not just a policy change but a call for a more just and unified India.

The Bill aims to create a more inclusive governance structure by curbing power misuse, amplifying marginalized voices, and ensuring transparency and accountability in the waqf system.

Sharma sees the Bill as a solution to the wrongs of the past and a foundation for a future.

He thanked Prime Minister Modi and Home Minister Amit Shah for introducing the historic Bill, which he believes will restore trust and promote social harmony.
