Bhopal: A virtual meeting of the Council of Ministers was held under the chairmanship of Chief Minister Shivraj Singh Chouhan at the residence office, Samatva Bhavan in Bhopal. The cabinet approved the “Chief Minister Ladli Bahna Yojana-2023” for the all-round development of women in the state, economic independence, maintaining continuous improvement in health and nutrition level and strengthening the decision-making role of women in the family. A provision has been kept in the plan to give approval within the decided time limit.

Benefits of the scheme to married women between the age of 23 to 60 years

Married women of the state between the age of 23 to 60 years, will be eligible for the benefits of the scheme. An amount of Rs 1000 per month will be deposited directly into the Aadhaar linked bank account of every eligible woman within her eligibility period. If a woman below the age of 60 years of a family, receives less than Rs. 1000 per month under the Social Security Pension Scheme, then a provision has been made in the scheme to supplement the amount up to Rs. 1000 for the woman.

All the applications in the scheme will be received online free of cost. Apart from this, if the beneficiary herself gives the “document of information required for the application”, then arrangements have been made to enter the same on the online portal.

In the financial year 2023-24, under the scheme, the amount will be deposited in the accounts of about one crore women beneficiaries at the rate of Rs 1000 per month.

Simplification of Establishment and Operation of Madhya Pradesh Industries Act, 2023

The cabinet decided to replace the Madhya Pradesh Industries Ease of Establishment and Operation Ordinance, 2023 with the Madhya Pradesh Industries Ease of Establishment and Operation Act, 2023.

The application for the investment intent proposal by the industrial undertaking or industrial unit will be made to the nodal agency in the prescribed format through the online portal. Acknowledgment of the completed investment intent proposal will be issued by the nodal agency in the prescribed format. MP Industrial Development Corporation Limited Bhopal, has been nominated as the nodal agency, which will issue the Acknowledgment Certificate.

3 years from the date of receipt of specified service, permission, or acknowledgment certificate received by the industrial undertaking or industrial unit in connection with the establishment of industry in the notified areas or till the commencement of business activity operations of the industrial undertaking or industrial unit, whichever is earlier. Necessary permissions and consents will be obtained within 6 months after the expiry of the said period.

During the validity period of the issued Acknowledgment Certificate, no competent authority will be able to inspect the permissions mentioned in the Act. In this act, the state will have provisions to select the notified areas where this act will be implemented. On the application of the unit before the start of the unit, permission and consent can be given by the concerned department or agency, if necessary after inspection. The state government will be able to constitute the state level empowered committee through notification. The committee will find an amicable solution to the dispute by coordinating with the competent authority and industrial undertakings.

Gwalior Trade Fair Authority Amendment Bill-2023

In various acts enacted by the Central and State Government, action is taken by the competent authorities of the concerned department. There is a need to decriminalize the provisions of these Acts. Action is being taken by many departments of the state government to decriminalize their administered acts and rules.

In the same sequence, the Council of Ministers amended the provision mentioned at the end of Section 12 of the Act “Gwalior Trade Fair Authority Act-1996” administered by the Department of Micro, Small and Medium Enterprises, to be replaced by the Gwalior Trade Fair Authority (Amendment). Bill 2023 approved. The Council of Ministers has authorized the Micro, Small and Medium Enterprises Department to take all the steps to get the bill passed in the Legislative Assembly.
