Ahead of the Winter Session of Parliament, Rajya Sabha MPs have received a set of guidelines, emphasizing parliamentary traditions. These include refraining from publicizing notices for debates until approved by the Chairman, maintaining confidentiality on discussions during Question Hour, and adhering to decorum.

Noteworthy ‘don’ts’ include a ban on slogans like “Jai Hind” and “Vande Mataram,” waving placards, and sitting with backs to or leaving when the Chair is speaking. MPs are reminded to communicate concerns indirectly through slips rather than approaching the Chair directly during protests.

Strict rules include a prohibition on smoking within Parliament premises, no filming of House proceedings, and a requirement for daily attendance recording. Reading out written speeches is discouraged, with a 15-minute limit for new members’ first speeches. MPs absent for 60 days without permission risk their seats being declared vacant.

Winter Session Bills

The Winter Session will spotlight three bills aiming to replace the Indian Penal Code, Criminal Procedure Code, and the Evidence Act. Another crucial bill relates to the appointment of chief election commissioner and election commissioners. Additionally, the Lok Sabha will table the report on “cash-for-query” allegations against Trinamool MP Mahua Moitra.

In total, 18 bills are listed for consideration, discussion, or passage during this session. The political landscape is poised for an intense face-off between the ruling BJP and the opposition, further fueled by the upcoming state election results and the potential expulsion of Mahua Moitra over bribery accusations.
