The Quadrilateral Security Dialogue (Quad), a strategic alliance comprising Australia, India, Japan, and the United States, is celebrating two decades of collaboration. In a joint statement issued to commemorate this milestone, the Quad Foreign Ministers reaffirmed their unwavering support for ASEAN’s centrality, underscoring their commitment to tackling regional challenges together.

The Quad’s journey began in the aftermath of one of the most catastrophic natural disasters in history. The 2004 Indian Ocean earthquake and tsunami left millions affected, prompting the four nations to unite in delivering humanitarian aid. Over 40,000 emergency responders from Australia, India, Japan, and the United States worked together to provide relief to the region.

Over the years, the Quad has significantly expanded its focus, addressing a broad spectrum of regional and global issues. Recent initiatives have included efforts to combat climate change, enhance maritime domain awareness, promote STEM education, counter terrorism, and bolster cybersecurity.
“What began as an emergency response has grown into a full-fledged partnership,” the statement noted, highlighting the expanding cooperation across the Indo-Pacific to address pressing challenges. “Our nations now collaborate with partners across the region to drive positive outcomes.”
Since 2021, Quad leaders have met annually to advance their shared goals, specifically focusing on South Asia, Southeast Asia, and the Pacific. These efforts underscore the Quad’s growing influence and dedication to shaping a peaceful, stable, and prosperous Indo-Pacific.
Strengthening Regional Partnerships And Institutions
The Quad’s commitment to a free and open Indo-Pacific is underpinned by a respect for regional institutions. “We reaffirm our unwavering support for ASEAN’s centrality and unity, as well as the implementation of the ASEAN Outlook on the Indo-Pacific,” the statement emphasized.
The group also reiterated its respect for Pacific-led initiatives, such as the Pacific Islands Forum, and expressed steadfast support for the Indian Ocean Rim Association, recognizing the vital role these institutions play in maintaining regional stability.
“We are committed to working together to meet the future needs of the region,” the statement concluded, highlighting the Quad’s continued resolve to address emerging challenges.
New Initiatives: Maritime Security And Health Cooperation
In 2024, the Quad unveiled several key initiatives aimed at enhancing regional security and cooperation. One significant development was the launch of the Maritime Initiative for Training in the Indo-Pacific (MAITRI), designed to help regional partners strengthen their maritime security capabilities. India is set to host the first MAITRI workshop in 2025, providing an opportunity for nations to collaborate on improving their ability to monitor and secure vital sea lanes.
Additionally, the Quad introduced a logistics network pilot project to improve collective airlift capacities for disaster response. This initiative aims to streamline and enhance the efficiency of civilian responses to natural disasters.
The Quad also initiated a maritime legal dialogue, focusing on upholding the rules-based maritime order in the Indo-Pacific—a crucial step in ensuring stability in a region marked by complex territorial disputes.
Addressing Regional Security Concerns
The Wellington Declaration, issued after the Quad’s fourth in-person summit earlier this year, addressed growing security concerns in the Indo-Pacific. Specifically, the declaration expressed alarm over “recent dangerous and aggressive actions in the maritime domain,” referencing China’s assertive activities in the South China Sea.
In a significant move this year, the Quad launched the Quad Cancer Moonshot, which focuses initially on combating cervical cancer. India committed $7.5 million in testing kits and technical assistance, with other member countries also pledging resources to tackle this critical health challenge.
