Prime Minister Narendra Modi on Thursday said that the latest Union Cabinet decisions will ensure global competitiveness for Indian exporters while advancing sustainability and self-reliance for domestic industries, particularly micro, small, and medium enterprises (MSMEs).
Addressing the developments through a post on X, the Prime Minister stated, “Ensuring ‘Made in India’ resonates even louder in the world market! The Union Cabinet approved the Export Promotion Mission (EPM), which will improve export competitiveness, help MSMEs, first-time exporters and sectors that are labour-intensive.”
He added that the mission will bring together key stakeholders to create a collaborative and outcome-driven export strategy that positions India more effectively in the global marketplace.

Export Promotion Mission: Strengthening India’s Export Ecosystem
The Union Cabinet, chaired by Prime Minister Modi, approved the Export Promotion Mission (EPM) with an outlay of ₹25,060 crore.
Announced in the Union Budget 2025–26, the flagship initiative aims to enhance export competitiveness, especially for MSMEs, first-time exporters, and labour-intensive sectors such as textiles, handicrafts, and manufacturing.
The EPM seeks to establish an integrated mechanism for improving product quality, logistics, and trade facilitation, thereby empowering Indian exporters to compete globally.
It also aims to encourage innovation and value addition in export-oriented industries.
In another major decision, the Cabinet approved the Credit Guarantee Scheme for Exporters, designed to provide 100 per cent credit guarantee coverage to member lending institutions for extending additional credit facilities worth up to ₹20,000 crore to eligible exporters, including MSMEs.
PM Modi said the Cabinet-approved Credit Guarantee Scheme for Exporters will boost global competitiveness, ensure smooth business operations, and help realise the dream of an Aatmanirbhar Bharat.
The scheme will ease access to finance for small exporters, reduce credit risk for lenders, and promote entrepreneurship in the export sector.
Rationalising Royalty Rates for Critical Minerals
The Cabinet also approved the rationalisation of royalty rates for four critical minerals — graphite, caesium, rubidium, and zirconium.
The rates for caesium and rubidium have been fixed at 2 per cent of the average sale price of the metal contained in the ore produced.
PM Modi said this decision ‘will boost sustainability and self-reliance. It will strengthen supply chains and create job opportunities as well’.
An increase in domestic production of these key minerals will not only reduce import dependency but also help mitigate supply chain vulnerabilities.
The move is expected to create new employment opportunities in mining and allied sectors while supporting India’s clean energy and technology ambitions.
These Cabinet decisions align with the government’s long-term vision of building an Aatmanirbhar Bharat — a self-reliant and globally competitive economy.
By empowering exporters, supporting MSMEs, and securing critical mineral resources, the government aims to strengthen India’s position in global trade while promoting sustainable and inclusive growth.
