India’s Retaliation Redefined Counterterrorism Doctrine: PM Modi In Lok Sabha

In a powerful address to the Lok Sabha during the debate on Operation Sindoor, Prime Minister Narendra Modi laid out India’s resolute military response to the 22 April terror attack in Pahalgam.

Declaring a significant shift in the nation’s defence stance, PM Modi stated that India now dictates its own terms in the face of aggression.

He outlined three new principles underpinning the country’s security approach:

  1. Retaliation will be on India’s terms,
  2. Nuclear threats will not deter action, and
  3. No distinction will be made between terrorists and those who aid or shelter them

Swift and Targeted Response

According to the Prime Minister, Pakistan had braced for a major counterstrike, and India delivered precisely that during the night of 6 May and the morning of 7 May.

“The attack of April 22 was avenged in just 22 minutes,” he said, highlighting the speed and effectiveness of the operation.

The Prime Minister described Operation Sindoor as a landmark moment, with Indian forces striking previously unreached targets.

The Prime Minister claimed that terror camps in Wahwalpur and Muridke were destroyed and that several Pakistani airbases remain inoperative.

“Our forces destroyed the terrorist bases. We proved that Pakistan’s nuclear threats are hollow. Nuclear blackmailing will not work,” PM Modi said.

PM Modi also praised India’s technological advancements, noting that homegrown drones were instrumental in identifying and demolishing terrorist infrastructure.

“This is the era of technology-based warfare. Operation Sindoor has demonstrated India’s mastery in this domain,” he added.

Framing the operation as a defining moment in international perception, the Prime Minister asserted that the world now views India as a strong and self-reliant nation.

He said the coordinated efforts of the Army, Air Force, and Navy had left Pakistan shocked. This, he added, signalled a new norm where terror leaders now live in fear of swift Indian reprisal.
