
In a major push to support scientific research and innovation, the Government of India has raised the no-quotation procurement limit from ₹1 lakh to ₹2 lakh, aiming to simplify General Financial Rules (GFR) and reduce delays in acquiring scientific equipment and consumables.
Announcing the decision on Saturday, Union Minister of State (Independent Charge) for Science and Technology, Dr Jitendra Singh, said the reforms will empower young researchers, startups, and research institutions by enhancing flexibility and autonomy.
“This is encouraging news and a major breakthrough for young, ambitious startups, innovators, and researchers,” he posted on social media.
The minister emphasised that the relaxed rules will enable faster innovation and reduce red tape in procurement processes.
Key changes under revised GFR:
- Procurement Without Quotation: Raised from ₹1,00,000 to ₹2,00,000
- Purchase Committee Limit: Now ranges from ₹2,00,000 up to ₹25,00,000
- Limited Tender Enquiry (LTE): Revised limit up to ₹1 crore
- Advertised Tender Enquiry: Applicable for purchases above ₹1 crore
These revised norms will apply only to academic and research institutions offering postgraduate/doctoral programs or conducting research under ministries, including:
- Science & Technology
- Biotechnology
- Scientific & Industrial Research
- Atomic Energy
- Space
- Earth Sciences
- Defence R&D Organisation (DRDO)
- Indian Council of Agricultural Research (ICAR)
- Department of Health Research (DHR)
- Indian Council of Medical Research (ICMR)
What is GFR?
The General Financial Rules (GFR) are a comprehensive framework governing financial management in Central government ministries, departments, and autonomous bodies. The rules aim to:
- Ensure transparency and accountability,
- Promote efficiency and economy in procurement, and
- Prevent corruption and misuse of public funds
These latest amendments mark a significant step toward enabling India’s scientific ecosystem to operate with greater speed, flexibility, and innovation.
