Russian President Vladimir Putin has approved legislation allowing participants in the Special Military Operation (SMO) and their spouses to write off overdue loans up to 10 million rubles (approximately $96,000). This initiative, effective December 1, targets mobilized soldiers, conscripts (excluding military academy cadets), and individuals signing at least a one-year contract with the Russian Armed Forces post-December 1.

Eligibility Criteria

To qualify, debts must already be subject to court rulings with enforcement proceedings initiated before December 1. The relief excludes liabilities such as compensation for harm, child support payments, and corruption-related penalties.

The law aims to alleviate financial burdens for military personnel and their families while ensuring that specific legal obligations remain enforceable.
