PM Modi and PM Luxon strongly condemned terrorism, including cross-border terrorism, and denounced the terrorist attacks in Pahalgam, Jammu and Kashmir, on April 22, 2025, and near Delhi’s Red Fort on November 10, 2025. They stressed that those responsible must be brought to justice and called for a zero-tolerance approach towards terrorism.

The leaders also urged the disruption of terror financing networks, elimination of safe havens and dismantling of terrorist infrastructure, including online platforms used for extremist activities. They welcomed the signing of a Memorandum of Agreement to establish a Joint Working Group on Counter-Terrorism, which will facilitate greater information-sharing and institutional cooperation between the two countries.

Both countries pledged closer cooperation against organised crime, narcotics, cybercrime and terrorism, while strengthening law enforcement ties.
