The Uttar Pradesh DGP Rajiv Krishna personally appeared before the Allahabad High Court on Tuesday after the bench raised concerns over police officers’ alleged failure to follow court directions.
Justice Sameer Jain’s bench flagged inadequate investigations, delayed police responses and missing case records.
The court stressed that these issues extended beyond an individual case and required wider corrective action.
Justice Jain directed the DGP to ensure proper investigations. He further rejected the police’s reliance on conviction rates, saying the court’s concern was the quality of investigations.
“You are talking about the conviction rate. We are talking about investigations which were not conducted properly,” Justice Jain said.
The bench questioned police records and highlighted missing investigation material, particularly CCTV footage.
Justice Jain observed that police affidavits sometimes mention evidence that does not appear in the records when the court summons them.
The court further questioned delays in providing police instructions and records in personal-liberty cases. It noted that while police earlier had 10 days to submit instructions in bail matters, the Supreme Court has now considered three days sufficient.
The DGP assured the court of compliance and outlined committees formed to address the concerns.
Justice Jain told the police that the court would identify the problems and the department could find solutions.
The DGP’s appearance followed concerns raised last month during the bail plea in the murder case of Pushpraj Singh alias Bablu.
The court had sought a detailed counter-affidavit over discrepancies between the alleged incident time on June 21, 2025, and CCTV footage.
Police failed to comply despite two letters from government counsel Dr SB Maurya.
Justice Jain had described the lapse as ‘gross disrespect to this court’ and flagged repeated instances of non-compliance.
