PM Narendra Modi will address the youth of Bihar on Saturday through a virtual interaction from a packed auditorium in Patna. The session comes ahead of the Bihar Assembly elections and aims to energise young people while highlighting major education, skill, and employment initiatives.

Massive Investment in Education and Skilling

The Prime Minister will unveil projects worth over ₹62,000 crore, giving a decisive push to education, skilling, and entrepreneurship.

He will launch the revamped Mukhyamantri Nishchay Svyam Sahayata Bhatta Yojana, which provides nearly five lakh graduates with a monthly allowance of ₹1,000 for two years, along with free skill training.

PM Modi will lay the foundation stone for new academic and research facilities in four Bihar universities—Patna University, Bhupendra Narayan Mandal University (Madhepura), Jai Prakash Vishwavidyalaya (Chapra), and Nalanda Open University (Patna)—under the PM-USHA (Pradhan Mantri Uchchatar Shiksha Abhiyan).

With an allocation of ₹160 crore, the projects will benefit over 27,000 students through modern laboratories, hostels, and multidisciplinary learning infrastructure.

The Prime Minister will dedicate the Bihta campus of NIT Patna to the nation.

Built to host 6,500 students, the campus features advanced facilities such as a 5G use case lab, a Regional Academic Centre for Space in collaboration with ISRO, and an Innovation and Incubation Centre that has already supported nine start-ups.

PM Modi will inaugurate the Jan Nayak Karpoori Thakur Skill University in Bihar, envisioned to provide industry-oriented and vocational courses designed to build a globally competitive workforce.

Kaushal Deekshant Samaroh and National Skill Convocation

The programme at Vigyan Bhawan will also host the Kaushal Deekshant Samaroh, the fourth edition of the National Skill Convocation. During the event, the Prime Minister will felicitate 46 all-India toppers from Industrial Training Institutes (ITIs) under the Ministry of Skill Development and Entrepreneurship.

PM Modi will launch PM-SETU (Pradhan Mantri Skilling and Employability Transformation through Upgraded ITIs), a ₹60,000 crore centrally sponsored scheme to modernise 1,000 government ITIs. The hub-and-spoke model will include 200 hub ITIs and 800 spoke ITIs, each equipped with advanced trades, digital learning systems, and incubation facilities.

The Prime Minister will distribute appointment letters to over 4,000 newly recruited Bihar government candidates. He will also release ₹450 crore in scholarships via Direct Benefit Transfer to 25 lakh students of Classes 9 and 10 under the Mukhyamantri Balak/Balika Scholarship Scheme.
