PM Modi Stresses Unity And Cooperation At SCO Summit

The world is currently undergoing significant changes driven by geopolitical tensions, geo-economic forces, and geo-technological advancements. These shifts have wide-ranging implications. Looking ahead, we face both immediate and systemic challenges and opportunities. As we navigate these, it is clear that the world is moving towards true multipolarity. In this context, the importance of the SCO (Shanghai Cooperation Organization) will only grow. However, its real value will depend on how effectively we cooperate among ourselves. This is a topic we’ve already discussed within the SCO and it extends to the broader international community as well.

One of the foremost challenges we face is terrorism, which remains a tool of destabilization for some nations. Our own experiences with cross-border terrorism underscore the need for a decisive response. Terrorism in any form cannot be justified or condoned. Nations that harbor terrorists must be strongly condemned. Effective measures are required to counter terrorism financing and recruitment. The SCO must remain unwavering in its commitment to combating terrorism, without any double standards.

In terms of geo-economics, the current need is to develop multiple, reliable, and resilient supply chains, a lesson learned from the COVID-19 pandemic. Initiatives like ‘Make in India’ can contribute to global growth and help democratize the global economy. India is open to partnerships, particularly in capacity building, with nations of the Global South.

Technology is a game changer in both development and security. The digital era demands more trust and transparency. AI and cybersecurity present crucial issues that need addressing. India has demonstrated the significant impact of digital public infrastructure and digital financial inclusion, which were key topics during our SCO Presidency. These advancements expand the potential for international cooperation among SCO members and partners.

While it is crucial to remain firm on challenges, it is equally important to explore avenues of progress collaboratively. The global debate is currently focused on creating new connectivity linkages to serve a rebalanced world. This requires joint efforts and must respect the sovereignty and territorial integrity of states, built on non-discriminatory trade and transit rights for neighbors. For the SCO extended family, the progress on Chabahar port through a long-term agreement between India and Iran is significant. This development is valuable for landlocked Central Asian states and de-risks commerce between India and Eurasia.

Regarding the region, let me speak about Afghanistan. Our historical relationship forms the bedrock of our ties. Our cooperation includes development projects, humanitarian assistance, capacity building, and sports. India remains sensitive to the needs and aspirations of the Afghan people.

The SCO extended family is committed to reforming the current international order. This effort must include the United Nations and its Security Council. We hope to develop a strong consensus on the way forward soon.

India has significantly contributed to enhancing the economic agenda of the SCO. We have institutionalized mechanisms such as the SCO Startup Forum and the Special Working Group on Startup and Innovation. With 130,000 startups in India, including 100 unicorns, our experience can be beneficial to others.

In terms of medical and wellness tourism, the WHO has established a Global Center for Traditional Medicine in Gujarat. India has initiated a new SCO Working Group on Traditional Medicine.

Enhancing education, training, and capacity-building are key aspects of India’s international cooperation. We are committed to furthering these efforts with C5 partners, ‘Neighbourhood First,’ and the extended neighborhood.

As more countries seek association with the SCO as Observers or Dialogue Partners, we must strive for better communication and deeper consensus. Granting English the status of a third official language will be crucial.

We congratulate Kazakhstan for hosting a successful Summit. As Vishwa Bandhu, or a friend of the world, India will always strive to deepen cooperation with all its partners. We also extend our best wishes for the success of the upcoming Chinese presidency of the SCO.
