Prime Minister Narendra Modi on Thursday paid tribute to former Odisha Chief Minister Biju Patnaik on his 110th birth anniversary, remembering his dedication to the development and progress of Odisha.
In a post on the social media platform, the Prime Minister recalled Patnaik’s passion for advancing the state’s growth and acknowledged his lasting contribution to its development journey.

Biju Patnaik served as the Chief Minister of Odisha twice — first from 1961 to 1963 and later from 1990 to 1995 — and played a key role in initiating several industrial and infrastructure projects that strengthened the state’s economy.
Among his most notable initiatives was the establishment of Paradip Port, which later emerged as one of the major maritime gateways on India’s eastern coast. He also promoted the development of the Choudwar–Barbil industrial belt, which strengthened the state’s industrial growth.
Beyond industry, Patnaik introduced progressive reforms, including reservations for women in local governance, encouraging their participation in grassroots politics.
For his leadership and contributions, he earned the title ‘Hero of Kalinga’.
Recognised internationally, he also played a role during the Second World War. Notably, he remains the only Indian leader whose mortal remains were draped in the national flags of India, Russia and Indonesia.
Earlier, his son Naveen Patnaik and the Biju Janata Dal also paid tribute, praising his enduring vision for Odisha’s development.
