NIA Files Charge Sheet Against Two Accused

The National Investigation Agency (NIA) has filed a charge sheet in a Mumbai Special Court, accusing two individuals, including a Libyan national, of conspiring to commit terrorist acts in India. M. Zoheb Khan who is a resident of Maharashtra, and M. Shoeb Khan, a Libyan national, are allege to plot to promote ISIS’ anti-India agenda and recruit vulnerable youth to carry out terrorist attacks on sensitive installations across the country.

The NIA has mentioned M. Zoheb Khan of Maharashtra, who was arrested earlier this year (February 2024) and the Libyan M. Shoeb Khan, as the key conspirators in the terror plot linked with a module in Chhatrapati Sambhajinagar to the ISIS’ global networks.

According to the NIA, Shoeb hire Zoheb, and they took an oath of allegiance to the self-proclaime Khalifa of ISIS. The agency’s investigation revealed that the duo planned to fly to Turkey or Afghanistan after carrying out terror strikes in India. They created a website to spread ISIS’ extremist ideology and formed a WhatsApp group with over 50 members to radicalize and recruit youth.

The charge sheet alleges that the accused exchanged videos on manufacturing explosives and IEDs and prepared a detailed timetable for their terror plot. The NIA claims that the accused aimed to endanger India’s safety, secular ethos, culture, and democratic systems of governance. The agency’s probe exposed the international linkages of the conspiracy involving ISIS operatives’ overseas handlers.
