Lok Sabha Adjourned Over Bihar Voter Roll Protests As Key Bills Tabled

The Lok Sabha was adjourned twice on Monday after persistent protests by Opposition members over the Election Commission’s Special Intensive Revision (SIR) of electoral rolls in Bihar.

MPs alleged that the revision exercise resulted in the deletion of more than 65 lakh names and demanded an immediate debate.

The House first convened at 11 AM but was adjourned within minutes due to noisy sloganeering. When it reassembled at noon, the Chair, Sandhya Rai, announced that she had not admitted any of the adjournment motions submitted by MPs, which reignited commotion.

Opposition MPs accused the government of avoiding accountability for the large-scale voter deletions in Bihar ahead of the Assembly elections. They stormed into the Well of the House, chanting slogans and waving placards.

Speaker Om Birla, who had earlier presided over Question Hour, reminded members that the public was watching and urged them to channel their energy into asking questions in the House. He also warned against property damage.

Key Bills Introduced Amid Chaos

Despite the uproar, Commerce and Industry Minister Piyush Goyal managed to introduce the Jan Vishwas (Amendment of Provisions) Bill, 2025.

The legislation seeks to amend over 350 provisions across multiple laws, decriminalising minor offences and introducing improvement notices for first-time violations.

The government says the Bill aims to strengthen trust-based governance while improving the ease of living and doing business.

Building on the earlier Jan Vishwas Act of 2023, the proposed amendments reflect the government’s continued focus on simplifying regulatory frameworks.

Education Minister Dharmendra Pradhan also introduced the Indian Institutes of Management (Amendment) Bill, 2025, which aims to update governance mechanisms in IIMs.

Earlier in the day, Speaker Birla attempted to commence Question Hour, but Opposition protests drowned out proceedings.

Members briefly raised a few questions on the fiscal deficit, school safety audits, and road construction delays in Madhya Pradesh, but the noise prevented meaningful discussion.

Following the introduction of bills, the Chair invited members to raise matters under Rule 377. Yet the unrelenting protests forced another adjournment, this time till 2 PM.

The disruptions underscore growing tensions in Parliament as the Opposition demands a full debate on the conduct of the Election Commission’s electoral roll revision in Bihar.

Speaker Birla reiterated his willingness to allow a debate after Question Hour but stressed that proceedings must adhere to parliamentary norms.
