India & Russia Reaffirm Commitment To Countering Terrorism; Call For Action Against UN-Listed Terror Groups

Prime Minister Narendra Modi and Russian President Vladimir Putin on Friday reaffirmed their firm commitment to preventing and countering terrorism in all its forms and manifestations.

The leaders jointly called for decisive action against UN-listed terrorist groups, including Al Qaeda, ISIS/Daesh, and their affiliates.

A joint statement released after the 23rd India-Russia Annual Summit emphasised strengthening bilateral and multilateral cooperation to tackle common threats such as terrorism, extremism, transnational organised crime, money laundering, terrorist financing, and illicit drug trafficking.

The two leaders condemned recent attacks, including the Pahalgam incident in Jammu and Kashmir on 22 April 2025 and the Crocus City Hall attack in Moscow on 22 March 2024.

They categorically denounced all acts of terrorism as criminal and unjustifiable, regardless of motivation or ideology, and affirmed their resolve to counter such threats globally.

UN Resolutions and International Cooperation

PM Modi and President Putin underlined the importance of implementing United Nations Security Council (UNSC) and General Assembly (UNGA) resolutions, as well as the UN Global Counter-Terrorism Strategy.

They called for coordinated actions to eliminate terrorist safe havens, counter extremist ideologies, disrupt financing networks, and halt the cross-border movement of terrorists, including foreign fighters.

Both nations stressed the primary responsibility of States and their competent authorities in combating terrorism.

They advocated a zero-tolerance policy and urged the expeditious adoption of the Comprehensive Convention on International Terrorism within the UN framework, alongside the implementation of relevant UNGA and UNSC resolutions.

Focus on Afghanistan

The leaders acknowledged India-Russia coordination on Afghanistan, facilitated through Security Council dialogues and Moscow Format meetings.

They welcomed counter-terrorism measures against ISIS, ISKP, and affiliated groups, and emphasised the importance of uninterrupted humanitarian assistance for the Afghan population.

Earlier in the day, PM Modi and President Putin held extensive talks at Hyderabad House, reaffirming the Special and Privileged Strategic Partnership between India and Russia.

The discussions covered regional and global issues, with the leaders witnessing the exchange of MoUs on trade, commerce, migration, maritime cooperation, health, food safety, fertilisers, academic exchanges, media collaboration, and people-to-people ties.
