
The Department of Land Resources under the Ministry of Rural Development has introduced the draft of the Registration Bill 2025, inviting public suggestions as part of a pre-legislative consultative process.
The new Bill aims to replace the existing Registration Act of 1908, aligning India’s registration system with modern technological advances and citizen-centric services.
The Registration Act 1908 has governed the registration of documents related to immovable property and various transactions for over a century.
It provides the legal foundation for registering documents that play a crucial role in financial, administrative, and legal affairs.
However, as societal needs and technology have evolved, there is an urgent requirement to modernise this framework.
Recognising this, the draft Bill emphasises the transition towards a paperless, online registration system that is both efficient and secure.
Several states and union territories have already introduced innovations such as online document submissions and digital identity verification under the existing Act.
The new legislation aims to provide a harmonised and enabling legal framework to support these advances nationwide.
Public Feedback Invited
The government has made the draft Bill available on the Department of Land Resources website https://dolr.gov.in and invited citizens, legal experts, and stakeholders to submit their feedback in a prescribed format.
The deadline for submissions is June 25, 2025.
One of the key focuses of the Bill is to clearly delineate the roles and responsibilities of registering officers, thereby ensuring the integrity, reliability, and legal compliance of the registration process.
