The Election Commission of India (ECI) has issued comprehensive directions to states and Union Territories preparing for Assembly polls and by-elections, aiming to maximise voter turnout.

The poll authority reaffirmed that all eligible voters employed in any establishment must receive a paid holiday on polling day. It invoked provisions under the Representation of the People Act, 1951, to underline compliance.

The Commission clarified that employers must not deduct wages for such leave. It warned that any attempt to circumvent the directive would attract penalties.

The guidelines apply across sectors, including business, trade, and industrial establishments.

Daily wage earners and casual workers also qualify for paid leave, ensuring inclusive electoral participation.

The directive further extends to voters working outside their registered constituencies. Such individuals must be granted leave to travel and cast their vote.

Upcoming Assembly elections will take place in Assam, Kerala, Tamil Nadu, West Bengal, and Puducherry. By-elections are also scheduled in several constituencies across multiple states.

Polling in Assam, Kerala, and Puducherry will occur on April 9. Tamil Nadu will vote on April 23, while West Bengal will conduct elections in two phases on April 23 and 29.

State administrations have already declared public holidays to facilitate smooth polling.

Government offices, educational institutions, and several establishments will remain closed.

The Commission has directed authorities to ensure strict enforcement of these provisions.

The move reinforces electoral accessibility and strengthens democratic participation across regions.
