Dr Rajeshwar Singh Submits Proposal For Area-Wise Demographic Policy To CM Yogi Adityanath

BJP MLA Dr Rajeshwar Singh has proposed a historic policy framework titled ‘Area-Wise Demographic Policy (ADP)’ to Chief Minister Yogi Adityanath, aimed at ensuring a balanced population structure and promoting social unity in Uttar Pradesh.

The proposal also highlights the need for region-specific measures to address demographic disparities and to empower women through education and healthcare.

Dr Singh remarked, “Under Yogi Ji’s leadership, Uttar Pradesh has set new benchmarks in good governance, women’s safety, and social reform. It is now time to establish the ‘Uttar Pradesh Model’ for demographic balance.”

According to census data, the state’s Hindu population declined from 84.4% in 1951 to 79.7% in 2011, while the Muslim population increased from 14.0% to 19.3%.

Several districts show even greater imbalance — Rampur (50.6%), Sambhal (56%), and Moradabad (47%), with Mau–Azamgarh nearing a 50% Muslim population share.

The state’s Total Fertility Rate (TFR) remains between 2.4 and 2.7, higher than the national average of 2.0, indicating the need for targeted population stabilisation measures.

Major Policy Proposals

  • District Categorisation: Each district will be classified as Green, Amber, or Red based on demographic indicators, and specific policy interventions will be applied accordingly.
  • Girls’ Secondary Mission: Ensuring 100% education for girls up to Class 12, promoting women’s empowerment through literacy and awareness.
  • Mission Parivar Vikas 2.0: Introducing doorstep health services in high-TFR districts to improve access to reproductive healthcare.
  • UP Demography Dashboard: Establishing a real-time public monitoring system for key demographic and health indicators.

Incentives and Regulatory Measures

  • 5% additional development grants for districts demonstrating improvement in demographic balance.
  • Tax and housing benefits for families with two or fewer children.
  • Linking the two-child norm with eligibility for certain government services in high-TFR regions.

The policy is likely to achieve a balanced population structure, improve maternal and child health, promote female literacy, reduce illegal migration, and strengthen social cohesion.

Dr Rajeshwar Singh further emphasised, “This policy is not against any community—it is for a balanced, educated, and empowered future for Uttar Pradesh.”
