The Government of the National Capital Territory of Delhi (Home Department) has announced a major reshuffle in the Delhi Police administration.
Acting on the recommendations of the Police Establishment Board, the Hon’ble Lieutenant Governor of Delhi approved the transfer and posting of several senior Indian Police Service (IPS) officers with immediate effect.
The decision aims to ensure optimal deployment of leadership across critical policing divisions and to strengthen operational coordination in public safety, traffic management, vigilance, and crime prevention.
Key Appointments
Under the new order, the Home Department appointed Robin Hibu (IPS, 1993 batch) as Special Commissioner of Police (Human Resource Division), transferring him from his previous position as Special Commissioner of Police (Public Safety Division).
Rajesh Khurana (IPS, 1994 batch) moves from Special CP (MD/DPHCL) to head the Provision & Finance Division.
The Home Department assigned Neeraj Thakur (IPS, 1994 batch) as Special Commissioner of Police (Traffic Division), transferring him from his previous role overseeing the Provision and Finance Division with additional charge of Vigilance.
Devesh Chandra Srivastava (IPS, 1995 batch) continues as Special CP (Crime), now with additional charge of the Perception Management and Media Cell Division.
The Home Department transferred David Lalrinsanga (IPS, 1995 batch) to Special Commissioner of Police (Operations, PCR & Communication), where he will retain additional charge of SPUNER.
Anil Shukla (IPS, 1996 batch) takes over as Special CP (Special Cell) with additional responsibility for the Technology and PI Division.
In other significant appointments, Manish Kumar Agarwal (IPS, 1996 batch) will head the Tech & PI Division, taking on additional charge of Public Transport Safety and Communication Operations, while Ajay Chaudhry (IPS, 1996 batch) becomes Special CP (Vigilance) with additional charge of SPUWAC.
Atul Katiyar (IPS, 1997 batch) will continue as Special CP (Welfare) with added responsibility for the Licensing & Legal Division, and K Jegadesan (IPS, 1998 batch) assumes the role of Special CP (Protective Security Division) with additional charge as Managing Director, DPHCL.
Mid-Level Officer Transfers
Among mid-level officers, the Home Department transferred Vijay Kumar (IPS, 2007 batch) from Joint CP (Eastern Range) to Joint CP/CP Secretariat-cum-OSD to CP Delhi, while Rajiv Ranjan Singh (IPS, 2010 batch) assumed charge as Additional CP (Eastern Range).
Moreover, the department appointed Rohit Rajbir Singh (IPS, 2015 batch) as DCP (CP Secretariat – Crime) and assigned Vikram K Porwal (IPS, 2016 batch) to serve as DCP (CP Secretariat – Administration).
In view of operational requirements, the Government of NCT of Delhi cancelled the earlier transfer orders issued on 20 August 2025 under file number F No 5/37/2023/HP-I/Estt/2755-2763, which had affected Mahender Nath Tiwari (IPS, 2004), Aslam Khan (IPS, 2007), Deepak Purohit (IPS, 2007), and Vikram K Porwal (IPS, 2016).
The reshuffle further represents a strategic step towards reinforcing Delhi Police’s leadership structure, enhancing efficiency across divisions, and ensuring better coordination for public security and service delivery in the national capital.
