Dr Rajeshwar Singh Proposes AI-Based Traffic System To Transform Mobility In Lucknow

In a major push for urban mobility and digital governance in Uttar Pradesh, Sarojini Nagar MLA Dr Rajeshwar Singh has submitted a detailed proposal to Chief Minister Yogi Adityanath. The proposal recommends implementing an AI-based Intelligent Traffic Management System (ITMS) in Lucknow.

Despite infrastructure upgrades under the current government, Lucknow faces growing challenges. These include severe traffic congestion, rising pollution, and delayed emergency services. The city has over 2.8 million registered vehicles, with daily traffic movement touching 8 to 10 lakh.

The need for urgent technological intervention :

  • Productivity losses of ₹7,000–10,000 crore per year (NITI Aayog & ORF estimates)
  • A 33% rise in vehicle emissions over a decade, worsening PM2.5 levels
  • Ambulance delays due to roadblocks
  • Spike in road rage and traffic accidents
  • AI-Based Traffic System to Cut Delays, Save Lives

Dr Singh cited successful examples of AI-based Intelligent Traffic Management Systems in Alexandria, Bengaluru, Surat, and Noida. He argued that Uttar Pradesh must now adopt these smart solutions. Expected benefits include:

  • Reduced Travel Time: Commutes may drop by 15–25%, saving 10 minutes per route
  • Pollution & Fuel Control: 20% drop in fuel use and a 30 million metric tonne CO₂ reduction annually
  • Faster Emergency Response: Green corridors could cut response times by up to 40%
  • Economic Boost: Better delivery efficiency may save ₹11,000–13,000 crore per year
  • Smart Enforcement: Real-time heatmaps, ANPR tech, and surveillance integration
  • Inclusive Safety: Smart crossings for children, cyclists, and the differently-abled
  • Low-Cost Rollout: Minimal civil work due to integration with current signals

The proposal suggests pilot testing on six high-traffic corridors, including:

  • Hazratganj–Parivartan Chowk
  • Charbagh–Alambagh
  • Shaheed Path–Gomti Nagar
  • Aminabad–Kaiserbagh
  • Kanpur Road (Transport Nagar to Krishna Nagar)
  • Awadh Crossing (Sarojini Nagar) and NH-27 points

Strategic Plan and Vision for an AI Commission

  • To ensure smooth rollout, Dr Singh recommended a five-point plan:
  • Launch pilots under Smart City Mission with clear KPIs
  • Create a Task Force with Transport Dept., UP Police, LDA, and tech experts
  • Collaborate with C-DAC, IIT Kanpur, and private AI firms
  • Link with UP-112 Emergency Command Centre
  • Fund through AMRUT 2.0 or the State Innovation Council

Dr Singh also pushed for a Uttar Pradesh Artificial Intelligence Commission. The proposed body would oversee long-term AI integration in governance and public service delivery. He has already submitted a detailed concept note to the Chief Minister.

Under Chief Minister Yogi Adityanath’s leadership, Uttar Pradesh has made strides in infrastructure and digital growth. The proposed AI-based Intelligent Traffic Management System aligns with the CM’s vision of a smart, citizen-first, and digitally empowered state.

If implemented, the project could reduce traffic woes, cut pollution, and help transform Lucknow into a national model for smart city innovation.
