Prime Minister Narendra Modi on Thursday assured the Lok Sabha that the proposed delimitation process linked to the women’s reservation Bill would not discriminate against any state, offering a ‘guarantee’ and ‘promise’ to address concerns raised by members.
Calling for an apolitical approach, PM Modi said the principle of ‘nation-first’ must guide the exercise, adding, “I want to say that whether it is South or North, small or big state. The delimitation process will not do injustice to anyone. I can use the term ‘guarantee’ or ‘promise’ to assuage concerns of members.”
PM Modi emphasised that the intent behind the move is clear. He cautioned against viewing women’s reservation as a political favour.
Participating in the debate on the Constitution (One Hundred and Thirty-First Amendment) Bill, 2026, the Prime Minister said the legislation would transform the ‘disha and dasha’ of India’s politics by increasing women’s participation in decision-making.
PM Modi urged Opposition parties not to politicise the issue and even offered to let them take credit for the initiative, stating, “You can take the credit. I am willing to give advertisements with photos of whoever you want. I am giving you a ‘blank cheque’ to take the credit for the women’s quota.”
PM Modi also said that opposition to the Bill could yield political gains for him. He warned parties to consider the broader national interest.
Prime Minister Modi highlighted the importance of women’s leadership. He said their growing role across sectors strengthens the case for greater representation in legislatures.
“At least, let them come to legislatures,” he said, calling for unity to ensure women receive their due.
PM Modi noted that women voters have previously responded strongly to opposition to such measures. He stressed the urgency of implementation.
Referring to the Nari Shakti Vandan Adhiniyam passed in 2023, the PM asked how long its rollout could be delayed. He warned that failure to implement it by 2029 would undermine credibility.
PM Modi said women’s rights had been denied for decades and described the current moment as an opportunity to conclude a long-pending reform. He also highlighted the growing role of women in local governance, noting their presence in panchayats and urban bodies.
Earlier in the day, the Lok Sabha approved the introduction of the related Bills following a division vote.
