Amit Shah, the Union Home Minister, will introduce the Government of National Capital Territory of Delhi (Amendment) Bill, 2023 in the Rajya Sabha on August 7. This occurs after the measure was voice-voted through the Lok Sabha, the lower house, on August 3. Days after the Supreme Court’s ruling on the matter, in May, the Delhi service control ordinance was published.
There are now 237 seats in the Rajya Sabha out of the total 245 seats, eight of which are vacant. The Rajya Sabha will need 119 votes to pass the bill. On the other hand, AAP has received backing from 105 different parties, including the Congress, in total.
The ordinance introduced by the Centre in May that excluded “services” from the legislative authority of the Delhi legislative assembly is intended to be replaced by the Government of National Capital Territory of Delhi (Amendment) Bill, 2023. A week after the Supreme Court granted the Central Government jurisdiction over all services in Delhi, with the exception of police, public order, and land, to the elected government, headed by CM Arvind Kejriwal.
AAP minister Atishi claimed that the BJP has lost twice in Delhi and that they are aware that they will not prevail in the forthcoming elections in an attack on the government over the Delhi Ordinance Bill. They are attempting to usurp the authority of an elected government because of this.

Abhishek Manu Singhvi, a Congress MP, claimed that the BJP was using any means necessary to control non-BJP administrations during the ongoing discussion of the Delhi Ordinance Bill. He asserted that the bill was wholly unconstitutional. It is inherently anti-democratic and a frontal attack on the regional voice and aspirations of Delhi’s residents. It contravenes all civil service accountability standards, all federalism tenets, and all models of assembly-based democracy, he claimed.
