The Delhi High Court has issued a notice to the Central and Delhi Governments, asking for their response on a petition concerning attacks by stray dogs and monkeys on disabled persons. The petition was filed by NGO Dhananjay Sanjogta Foundation. The court will hear the case again on October 25.
Court Criticizes Current System
A bench led by Chief Justice Manmohan and Justice Tushar Rao Gedela stated that society must protect its vulnerable population. The court criticized the presence of stray animals in public spaces and ordered the Delhi Chief Secretary to attend the next hearing via video conferencing.
Concerns Raised About Stray Animal Rules
The petitioner’s lawyer, Rahul Bajaj, who is visually impaired, emphasized the lack of support for the disabled using service animals. He argued that the animal birth control rules violate the Rights of Persons with Disabilities Act by failing to prevent attacks on those who cannot defend themselves. Bajaj highlighted how the white sticks used by visually impaired people often provoke animals to attack.
Previously, the court had directed civic bodies to run awareness campaigns against feeding monkeys in public spaces.
