The Delhi High Court has directed that all stray monkeys in Delhi be relocated to the Asola Bhatti Wildlife Sanctuary. This move aims to improve safety for the city’s differently-abled population, who face significant mobility challenges due to stray animals. The directive came from a bench comprising Chief Justice Manmohan and Justice Tushar Rao Gedela during a hearing on a PIL filed by the NGO Dhananjay Sanjogta Foundation. Rahul Bajaj, a visually impaired lawyer representing the NGO, highlighted the dangers stray animals pose to those with disabilities.

The court expressed concern over reports of stray animals attacking people, particularly those with disabilities, and emphasized the need to balance animal welfare with public safety. Chief Justice Manmohan stated that while animals should be treated with respect, the safety and rights of humans must be prioritized.

Public Spaces Must Remain Accessible

The court noted that stray animals should not occupy public spaces, including parks, roads, schools, and hospitals. Such areas must remain accessible and safe for all, especially vulnerable groups. The bench ordered the Chief Secretary of Delhi to arrange a meeting on November 4 with key stakeholders, including heads of the NDMC, MCD, Delhi Cantonment Board, and Animal Welfare Boards, to develop a comprehensive plan for handling stray animals effectively.

The court cited specific examples, such as the Tis Hazari court complex, where monkey presence after 4 pm disrupts judicial services. Officials have been instructed to prioritize the relocation of monkeys. The next hearing is scheduled for November 18 to review the progress of the relocation.
