Chhattisgarh Governor Biswabhusan Harichandan emphasized the government’s core principle of prioritizing the development of Scheduled Castes, Scheduled Tribes, economically disadvantaged individuals, women, youth, children, and farmers in his Republic Day address. Speaking at the Police Parade grounds in Raipur, he outlined the vision of transforming Chhattisgarh into a region free from Naxal influence, marked by robust law and order, tranquillity, and robust development.
Harichandan stressed the success of democracy, rooted in individual commitment, cooperation, active participation in state and national development, and a strong desire for progress in science and technology. Acknowledging the significant contribution of ancient culture and spiritual awareness, he drew inspiration from the philosophy of Pandit Deendayal Upadhyaya, advocating for ‘Ekatma Manavvad’ (integral humanism).

Adopting the strategy of ‘Sabka Saath, Sabka Vikas, Sabka Vishwas, and Sabka Prayas,’ he expressed confidence in achieving Chhattisgarh’s betterment.
Harichandan paid tribute to Mahatma Gandhi, Netaji Subhas Chandra Bose, V.D. Savarkar, Dr Rajendra Prasad, Pandit Jawaharlal Nehru, Dr. B.R. Ambedkar, Sardar Vallabhbhai Patel, President Droupadi Murmu, and Prime Minister Narendra Modi for their leadership examples.
He recognized the collaboration between central and state governments in implementing people-centric policies. Harichandan highlighted the rapid steps taken by the newly formed Chhattisgarh government, including the decision to construct approximately 18 lakh pucca houses in rural areas.
While acknowledging delays in achieving housing goals, he noted the widespread reverence for Lord Shri Ram and the fulfillment of the dream to preserve his memories in Ayodhya. The governor announced the initiation of the ‘Shri Ram Lalla Darshan Yojana,’ allowing around 20,000 people annually to undertake a pilgrimage to Ayodhya and Varanasi, including the Kashi Vishwanath temple.
