Union Home Minister Amit Shah revealed that the government has constituted a ‘High-Level Committee on Demographic Change’ to examine unusual population trends arising from infiltration and similar factors.

The move is intended to address issues that may affect the nation’s future stability.

Prime Minister Narendra Modi introduced the idea of this panel during his Independence Day address at the Red Fort. He made the announcement on 15 August 2025.

The proposal aimed to review abnormal demographic patterns across the country and formulate an appropriate response.

Justice Prakash Prabhakar Naolekar (Retd) will lead the committee. The panel also includes the Census Commissioner, Durga Shankar Mishra (Retd IAS), Balaji Srivastava (Retd IPS), and Dr Shamika Ravi as members.

The Joint Secretary (Foreigners-I) in the Ministry of Home Affairs will act as the Member Secretary.

Shah pointed out that demographic changes caused by illegal immigration and other unnatural reasons present a significant challenge to sovereignty, law and order, and national security. He added that such developments could disrupt social structures and adversely impact tribal communities.

The panel will carry out a detailed study of demographic changes occurring across India. It will examine trends in population shifts among various religious and social groups and identify areas experiencing unusual variations.

The committee will then submit structured and time-bound recommendations to address these concerns.

In his Independence Day speech, Prime Minister Modi had warned about the risks posed by infiltration, stating that it endangers both security and employment opportunities. He also raised concerns about the occupation of tribal lands and stressed the need for a comprehensive demographic strategy.

By forming this committee, the government has signalled its commitment to tackling demographic challenges through careful analysis and policy planning.

The panel’s findings will likely guide future decisions on internal security, social harmony, and long-term development.
