Cabinet Approves Paper Leak Bill With Fast-Track Courts, Stricter Punishment

The Union Cabinet on Friday approved a Bill proposing stricter punishment and fast-track courts for paper leak and examination malpractice cases, fulfilling a commitment made earlier by Prime Minister Narendra Modi, official sources said.

Parliament is likely to take up the proposed legislation next week.

The decision follows Prime Minister Narendra Modi’s announcement on Thursday that Parliament would soon receive a Bill providing for stringent action against those involved in paper leaks.

According to the proposed Bill, fast-track courts must complete trials and deliver verdicts within three months in cases related to paper leaks and examination malpractices, sources said.

Government’s Stand

Earlier, in a video message, PM Modi said the Central government had prepared a comprehensive draft Bill with stricter provisions and harsher punishments for those involved in paper leak cases.

Addressing concerns over examination irregularities, PM Modi said, “I am aware that paper leaks cause immense distress to students and their parents,” adding that the Union government had taken several measures over the past two-and-a-half months, resulting in the arrest and imprisonment of those responsible.

Highlighting efforts to safeguard students’ future, Prime Minister Modi said examinations for nearly 22 lakh (2.2 million) candidates took place on time with all resources in place.

PM Modi added the results came out on July 19, just five days earlier, and successful students across the country have since shared their joy.

The Prime Minister further said the government would continue strengthening the system and added, “This matter is likely to be discussed in the Cabinet tomorrow, and the proposal will be finalised after incorporating suggestions from Cabinet colleagues.”
