Finance Minister Nirmala Sitharaman on Sunday outlined three key ‘Kartavyas’ (duties) aimed at accelerating the economy while empowering the poor, underprivileged sections of society, as she presented the Union Budget 2026–27 in Parliament.
Explaining the guiding principles of the Budget, Sitharaman said that to deliver on the government’s ‘sankalp’ (resolve), and given that this was the first Budget prepared in Kartavya Bhavan, “we are inspired by three Kartavyas”.
Three Duties To Guide Economic Direction
Detailing the first of these, the Finance Minister said, “The first Kartavya is to accelerate and sustain economic growth by enhancing productivity and competitiveness and building resilience to volatile global dynamics.”
She added that the second duty focuses on people-centric development. “Our second Kartavya is to fulfil aspirations of our people and build their capacity, making them strong partners in India’s path to prosperity,” she said while addressing the Lok Sabha.
Elaborating on the third, Sitharaman said, “Our third Kartavya aligned with our vision of ‘Sabka Saath Sabka Vikaas’ is to ensure that every family, community, region and sector has access to resources.”
She further noted that the government’s reform agenda remains firmly on track, stating that the ‘Reform Express’ is well on its way and will maintain its momentum to help us fulfil our duties.
Focus Areas And Reform Momentum
As part of the Budget proposals, the Finance Minister announced interventions across six priority areas—scaling up manufacturing in several strategic and frontier sectors; rejuvenating legacy industrial sectors; creating champion MSMEs; delivering a strong push for infrastructure; ensuring long-term security and stability; and developing city economic regions.
Highlighting the evolving global and technological landscape, Sitharaman said, “New technologies are transforming production systems while sharply increasing demand on water, energy and critical minerals. India will continue to take confident steps towards Viksit Bharat by balancing ambition with inclusion.”
Sitharaman also marked a personal milestone, becoming the first woman Finance Minister to present the Union Budget in Parliament for the ninth consecutive time. Economists expect the Budget to place greater emphasis on capital expenditure, particularly in sectors considered strategically important amid prevailing geopolitical compulsions.
