Prime Minister Narendra Modi has welcomed Parliament’s passage of the Public Examination (Prevention of Unfair Means) Amendment Bill, 2026, describing it as a landmark step towards creating a more reliable and transparent examination system.

PM Modi said the legislation would help eliminate examination paper leaks and ensure strict punishment for those attempting to jeopardise students’ futures.

In a video message shared on social media platform X, the Prime Minister said the government had consistently worked to build a trustworthy education system through a series of reforms. He highlighted measures such as the formation of a task force, the establishment of fast-track courts and consultations with state governments, noting that both the Centre and the states had faced the challenge of examination paper leaks for decades.

PM Modi stressed that the future of millions of students had often been put at risk due to organised paper leak syndicates, making comprehensive education reforms essential.

PM Modi stressed the need for technology-backed reforms and strict laws to protect public examinations, warning of tough action against paper leak syndicates.

The Bill, passed by both Houses of Parliament, now awaits the President’s assent. He said the legislation would curb organised exam fraud and strengthen confidence in the examination system.

Reaffirming the government’s commitment to education reforms, PM Modi said efforts to improve transparency and fairness in examinations would continue, adding that such initiatives were vital to achieving the vision of a developed India.

The legislation comes in the wake of widespread concern over examination irregularities, including the NEET paper leak controversy, which sparked nationwide protests by students and prompted the Union government to engage with student representatives and address their concerns.
