
Prime Minister Narendra Modi is set to launch a series of youth-oriented schemes worth more than ₹62,000 crore on Saturday, giving a significant push to skilling, education, and entrepreneurship across India.
Vigyan Bhawan, New Delhi, will host the fourth edition of the Kaushal Deekshant Samaroh, the National Skill Convocation, and honour 46 national toppers from Industrial Training Institutes (ITIs).
At the centre of these announcements is PM-SETU (Pradhan Mantri Skilling and Employability Transformation through Upgraded ITIs), a centrally sponsored scheme with an investment of ₹60,000 crore.
This model will upgrade 1,000 government ITIs into 200 hubs and 800 spokes.
Each hub will act as a centre of innovation, equipped with modern trades, digital learning, incubation facilities, and placement services, while the spoke ITIs will expand access to skill training.
Industry partners will manage the clusters, ensuring market-driven training outcomes. The initiative, backed by the World Bank and Asian Development Bank, will make the ITI ecosystem government-owned but industry-managed.
The first phase will focus on Bihar, with special attention to ITIs in Patna and Darbhanga.
The Prime Minister will also inaugurate 1,200 vocational skill labs across 400 Navodaya Vidyalayas and 200 Eklavya Model Residential Schools in 34 states and Union Territories.
These labs, aligned with the National Education Policy 2020, will train students in 12 high-demand sectors, including IT, agriculture, logistics, and tourism.
The government will train 1,200 vocational teachers to deliver industry-relevant education in remote and tribal regions.
Youth Empowerment in Bihar
In Bihar, the Prime Minister will launch multiple projects aimed at empowering the state’s young population.
These include the revamped Mukhyamantri Nishchay Svyam Sahayata Bhatta Yojana, under which five lakh graduates will receive a monthly allowance of ₹1,000 for two years alongside free skill training.
The government will also launch the redesigned Bihar Student Credit Card Scheme, offering interest-free education loans of up to ₹4 lakh. To date, over 3.92 lakh students have already benefited from loans worth ₹7,880 crore under the scheme.
The government will inaugurate the Bihar Yuva Ayog, a statutory commission for citizens aged 18 to 45, to channelise youth energy.
PM Modi will inaugurate the Jan Nayak Karpoori Thakur Skill University in Bihar and lay the foundation for new facilities at Patna University, Bhupendra Narayan Mandal University, Jai Prakash Vishwavidyalaya, and Nalanda Open University.
With a combined allocation of ₹160 crore, these projects will improve infrastructure and benefit over 27,000 students.
The Bihta campus of NIT Patna, with a capacity for 6,500 students, will also be dedicated to the nation. It houses advanced facilities, including a 5G use case lab, a Regional Academic Centre for Space in collaboration with ISRO, and an Innovation and Incubation Centre.
In addition, the Prime Minister will distribute appointment letters to over 4,000 newly recruited Bihar government employees and release ₹450 crore in scholarships via Direct Benefit Transfer to 25 lakh Class 9 and 10 students under the Mukhyamantri Balak/Balika Scholarship Scheme.
These wide-ranging initiatives reflect the government’s commitment to empowering the youth through education, skill-building, and employment.
By aligning training with market demand and providing financial support for higher education, the schemes aim to create a globally competitive workforce and lay the foundation for India’s future growth.
