
The Bharatiya Janata Party (BJP) has lodged a formal police complaint against the Indian National Congress, accusing it of spreading an AI-generated deepfake video that defames Prime Minister Narendra Modi and his late mother, Heeraben Modi.
BJP Election Cell Convenor Sanket Gupta submitted the complaint to the Deputy Commissioner of Police, Parliamentary Street, Delhi, on 12 September 2025.
The complaint demands the immediate registration of a First Information Report (FIR), describing the video’s circulation as a ‘gross violation of law, morality, and women’s dignity’.
The video was posted on 10 September 2025 on the official Bihar Congress social media handle on platform X.
A ‘Shameful and Unlawful’ Act
Sanket Gupta condemned the video as ‘shameful and unlawful’, designed deliberately to malign both the Prime Minister and the revered dignity of motherhood.
He emphasised that a mother symbolises ‘purity, sacrifice and dignity’, and manipulating Heeraben Modi’s image and voice for political gain constitutes a grave insult.
The complaint further stated, “This is not only an attack on the reputation of the Prime Minister but also a deep affront to the dignity of motherhood and womanhood in India.”
The BJP accused the Congress of exhibiting ‘political bankruptcy of the highest order’ by resorting to such tactics.
It warned that allowing such content to circulate unchecked would encourage further exploitation of women’s dignity for political propaganda.
The complaint also cited prior incidents during Congress and Rashtriya Janata Dal (RJD) rallies in Bihar, where people reportedly directed abusive remarks at PM Modi’s late mother.
Legal Grounds Cited in Complaint
Invoking the Bharatiya Nyaya Sanhita, 2023, the complaint pointed to sections related to defamation, forgery of electronic records, and public mischief.
It also cited provisions under the Information Technology Act, 2000, and the Digital Personal Data Protection Act, 2023.
Judicial precedents that uphold the right to reputation and dignity were referenced to underline the seriousness of the case.
The BJP has urged Delhi Police to:
- Seize all relevant digital evidence.
- Instruct platform X to remove the defamatory video promptly.
- Investigate the individuals and the conspiracy behind the video’s creation and distribution.
Sanket Gupta stressed that the complaint was about more than a personal attack.
He said, “This is a direct assault on India’s democratic institutions,” and demanded ‘stern legal action’ to protect both women’s dignity and the Prime Minister’s honour.
