The session will include discussions on the budget and the revival of several parliamentary practices discontinued since 2015.

Budget Discussion And Legislative Proceedings

The Delhi Assembly Secretariat Bulletin stated that discussions on the Annual Budget will be held on March 26, followed by the expected passage of the budget on March 27. The session will also mark the return of Question Hour and Private Members’ resolutions, which were discontinued under the AAP government in 2015.

Speaker Vijender Gupta has scheduled sittings on March 24, 25, 26, 27, and 28 for legislative proceedings. The practice of Special Mention under Rule 280, allowing members to raise important issues, will also resume.

Members must submit notices for Special Mention by 5 p.m. on the previous working day. A balloting process will determine the priority of the first 10 notices at 9:30 a.m. on the day of discussion. Each Special Mention must relate to a single department and focus on one issue. Any deviation from the original text while raising the matter will be expunged from the proceedings.

The Speaker has introduced new guidelines for issuing Visitors’ Gallery passes. MLAs can only recommend visitors whose background they have verified. Applications must include the MLA’s signature, stamp, and attested copies of visitors’ photo IDs.

The Bulletin stated that telephonic requests for passes will not be accepted. Applications must be submitted by 5 p.m. on the working day before the visit. These measures aim to enhance security and streamline the assembly visit process.

The Delhi Budget Session 2025-26 will focus on financial planning while reinstating traditional parliamentary practices to ensure a structured legislative process.
