Ukrainian President Volodymyr Zelensky hosted Canadian Prime Minister Mark Carney in Kyiv on Sunday for high-level talks focusing on defence and energy collaboration.
The meeting resulted in the signing of a drone co-production deal and an action plan to implement an existing security cooperation agreement, according to the Ukrainian presidency.
Canada also committed $500 million under the Prioritised Ukraine Requirements List, which will enable Kyiv to procure weapons through US supply channels.
Zelensky welcomed the support, describing it as a timely boost for Ukraine’s defence efforts.
The Ukrainian President proposed that Canada take part in major energy projects within the country.
He highlighted Ukraine’s existing port infrastructure and extensive storage facilities, which he suggested could be used to supply Canadian natural gas.
Zelensky stressed that cooperation on energy would not only diversify Ukraine’s supplies but also strengthen its resilience during the ongoing conflict.
Security Guarantees in Focus
The two leaders also explored broader security guarantees for Ukraine. Zelensky expressed hope that Canada would play a central role in implementing such assurances.
During their joint press conference, Prime Minister Carney confirmed that Ottawa is working closely with allies and what he described as the ‘Coalition of the Willing’ on arrangements covering land, air and sea security.
Carney did not rule out the possibility of troop involvement, although he refrained from offering specifics. He stated that any international settlement must respect Ukraine’s sovereignty, emphasising, ‘No one should make decisions about Ukraine without Ukraine, and no one should make decisions about Europe without Europe’.
The talks also touched upon Ukraine’s coordination with the United States and other key partners. Zelensky briefed his Canadian counterpart on ongoing diplomatic steps aimed at strengthening collective security.
Meanwhile, Russia reiterated its opposition to foreign military deployments in Ukraine.
Last Thursday, Russian Foreign Minister Sergei Lavrov declared that the presence of international troops in Ukraine would be ‘unacceptable’ to Moscow.
Despite such warnings, Sunday’s talks between Zelensky and Carney underline the growing strategic alignment between Kyiv and Ottawa in both defence and energy sectors, paving the way for a stronger bilateral partnership.
