Russian President Vladimir Putin has said that Russia is prepared to hold a detailed discussion on a new 28-point peace plan for Ukraine proposed by the United States.
Speaking in Moscow, Putin confirmed that the proposal had reached Russia through established channels and could potentially serve as a framework for a final peace settlement, even though the text has not yet been formally examined with Russia’s participation.
Putin stressed that Moscow remains open to negotiations aimed at ending the conflict.
He noted that Russia is ready for ‘peace talks and a peaceful resolution of problems’, and is willing to engage in ‘a substantive discussion of all the details of the proposed plan’.
His remarks come amid heightened diplomatic activity, as international actors explore renewed efforts to halt the prolonged conflict.
Stalled Negotiations
Direct Russia–Ukraine talks have made little progress since the meeting between Putin and then US President Donald Trump in August, held in Alaska.
The renewed proposal from Washington suggests a possible reopening of dialogue after months of diplomatic stagnation.
Ukrainian President Volodymyr Zelensky, addressing his nation earlier, warned that Ukraine is facing some of the most difficult decisions in its history.
He admitted that the pressure on Ukraine to agree to the new 28-point peace plan has created an unprecedented challenge for the country’s leadership.
Zelensky described Ukraine’s dilemma as a choice between ‘losing its dignity or losing a key partner’, a clear indication of the tightrope Kyiv must walk in maintaining relations with the United States while protecting its territorial integrity and national interests.
Contents of the Leaked Peace Plan
The leaked plan—drafted by the Trump administration—contains proposals that Ukraine finds deeply contentious.
Key points reportedly include:
- Handing over territory currently not under Russian occupation,
- Granting Russia continued control over regions already occupied, including Crimea, Donetsk, and Luhansk,
- Holding elections in affected regions within 100 days,
- Reducing the size of Ukraine’s military,
- Abandoning ambitions to join NATO.
These provisions have sparked concern in Kyiv, where leaders fear that the plan could legitimise Russian control over large parts of Ukrainian territory and compromise the country’s long-term security.
Putin’s willingness to discuss the plan introduces a new diplomatic opening, though the road to a mutually acceptable agreement remains fraught.
With both sides weighing complex political and security considerations, the coming weeks may prove pivotal in determining whether the new US proposal can revive meaningful peace talks.
