Prime Minister Narendra Modi’s participation in the Shanghai Cooperation Organisation (SCO) Summit in Tianjin, China, took a significant turn as he raised the issue of cross-border terrorism with clarity and conviction.
The SCO issued a strong joint statement condemning the Pahalgam terror attack after PM Modi raised the issue in front of Pakistan’s PM Shehbaz Sharif and China’s President Xi Jinping.
In the Tianjin Declaration, issued by the Council of Heads of State, the SCO member nations unequivocally denounced the April 22 terror attack in Pahalgam, which claimed several lives.
“The Member States strongly condemned the terrorist attack in Pahalgam and stated that perpetrators, organisers and sponsors of such attacks must be brought to justice,” read the declaration.
This united stance came shortly after PM Modi appealed to the grouping to take a firm stand on terrorism. He thanked member states for their support and cautioned against the ‘double standards’ of countries that shelter or sponsor extremist elements.
Former diplomat Mahesh Sachdev commended the Prime Minister’s clarity in raising India’s concerns, stating that his intervention underlined India’s ‘strength and capability to act decisively’.
He also noted that India brings unmatched ‘diversity’ to the SCO, as both a leading economy and the world’s largest democracy.
Waiel Awwad, a veteran journalist and West Asia expert, called the joint statement a ‘positive outcome’ and said the SCO’s role as a security alliance must centre around issues like terrorism that affect all members.
He noted that the real success of the Tianjin Summit was the concrete acknowledgement of India’s concerns.
Retired defence expert Captain Anil Gaur highlighted the significance of PM Modi’s direct remarks with both China and Pakistan present at the summit.
He said the Prime Minister rightly identified terrorism as the ‘biggest threat’ and made it clear that political shielding of terrorists is unacceptable.
The summit also occurred amid rising trade tensions with the US, which recently imposed a 50% tariff on Indian exports.
Despite this, India has maintained diplomatic balance — engaging the West while continuing discussions with China and Russia.
PM Modi also met President Xi Jinping on the sidelines of the summit, where border issues and trade relations were discussed.
However, former Uttar Pradesh DGP Prakash Singh noted that the talks lacked detail on the border situation, calling for more transparency.
As noted by Professor Brijesh Mishra, the SCO’s evolution into a platform for counterbalancing Western influence enhances its relevance.
“India is strengthening its national capacity and maintaining strategic autonomy – without bending to external pressure,” he added.
PM Modi’s stance at the SCO has reaffirmed India’s zero-tolerance approach to terrorism and its growing voice in shaping global security discourse.
