Prime Minister Narendra Modi, during the BRICS Summit session on peace and security in Brasilia, strongly condemned terrorism and called for strict action against those who fund, promote, or shelter terrorists.

The Ministry of External Affairs’ Secretary for Economic Relations, Dammu Ravi, confirmed the Prime Minister’s remarks during a post-session briefing.

PM Modi described terrorism as the gravest threat facing humanity, adding that combating it must be a principled effort, not one based on political convenience.

He warned against a selective approach to terror, stating that where or against whom an attack occurs should not dictate the global response.

Condemnation of the Pahalgam terror attack

The Prime Minister referred to the Pahalgam terrorist attack in Jammu and Kashmir as an “onslaught on all humanity.”

He reiterated that the international community must show zero tolerance towards terrorism, particularly against those who enable it through financing or safe havens.

“All BRICS nations expressed solidarity and condemned the Pahalgam attack in the strongest terms,” Ravi said.

The joint statement from BRICS members reaffirmed their commitment to combat cross-border terrorism and condemned all forms of support for terrorist groups.

Empowering the global south

In his remarks, PM Modi also turned his attention to global governance.

He reaffirmed India’s commitment to empowering the Global South, stressing the need for greater support in areas like climate finance and technology access.

He criticised the outdated structure of current global institutions, noting that bodies such as the UN Security Council, IMF, World Bank, and WTO are not equipped to handle modern challenges.

“The global institutions of the 20th century lack the capacity to address the realities of the 21st century,” he said.

Prime Minister Modi stressed that a multipolar, inclusive world order is essential and demanded urgent reforms in international governance systems.

He stated that global organisations must better reflect current geopolitical and economic realities to be effective and equitable.

His address at the summit highlighted India’s strong leadership stance on security, development, and global equity, as well as its readiness to support democratic and representative reforms in international institutions.

With terrorism on the rise and global institutions lagging behind, PM Modi’s powerful remarks at BRICS signal India’s firm stand on global security, fair governance, and solidarity with the Global South.
