Bhutan Prime Minister Tshering Tobgay has praised Prime Minister Narendra Modi’s 25-year public journey, calling him an extraordinary public servant whose leadership has reshaped India’s development and strengthened its role across the wider Global South.

Writing in a Hindi daily, Tobgay recalled meeting Prime Minister Modi in New Delhi on July 27, 2019. He said the interaction reflected PM Modi’s clarity, humility and commitment to public service.

Tobgay noted that PM Modi’s 13 years as Gujarat Chief Minister shaped his understanding of development, infrastructure, investment and governance. He said Prime Minister Modi later carried that experience nationally, translating it into programmes.

The Bhutanese Prime Minister highlighted Prime Minister Modi’s emphasis on placing India’s neighbours at the heart of its engagement. He said Bhutan has benefited from this approach and described India’s support as vital to its journey.

Tobgay recalled India’s assistance during Bhutan’s 11th Five Year Plan. He pointed to the 2024 decision to double development support from Rs 10,000 crore to Rs 20,000 crore, calling it an expression of India’s partnership.

Bhutan’s Prime Minister said Indian businesses have contributed to Bhutan’s progress through investment, financial cooperation and hydropower projects, strengthening economic ties in the region.

Tobgay praised Prime Minister Modi’s efforts to deepen people-to-people relations. He recalled PM Modi’s visits to Bhutan and the warmth extended by people. He mentioned PM Modi receiving Bhutan’s highest civilian honour, the Order of the Druk Gyalpo.

Tobgay said PM Modi’s vision of a Viksit Bharat carries significance beyond India. He described it as a model that can contribute to a stronger and resilient Global South.
