Google on Tuesday activated its Emergency Location Service (ELS) on Android devices across India, marking a major leap in technology-enabled public safety and digital governance. Uttar Pradesh emerged as the first state to fully integrate this advanced caller-location system with its 112 emergency response services, setting a new benchmark for crisis management and citizen protection.
In an official statement, Google confirmed that Android users in India can now automatically share precise location data with emergency responders when they place a 112 call or send an emergency SMS. The activation positions India among a growing group of countries using smartphone intelligence to strengthen emergency response systems.
ELS operates as a built-in Android feature and requires no separate application, registration, or hardware upgrade. When a user makes an emergency call, the service instantly transmits the caller’s real-time location to emergency authorities. The system relies on a powerful mix of GPS, Wi-Fi signals, and mobile network data, enabling responders to pinpoint a caller’s location with accuracy of up to 50 metres.
The technology proves especially critical in high-risk scenarios where calls disconnect abruptly or where callers cannot clearly describe their location. Even if a call drops within seconds, responders still receive actionable location data, allowing them to reach victims without delay.
Google emphasised that ELS follows strict privacy safeguards. The service activates only during emergency calls or messages, remains entirely free for users, and does not store or retain location data. Location information flows directly from the device to emergency services, ensuring Google itself does not collect or archive the data.
UP Leads Tech-Driven Emergency Reform
Before its statewide deployment, Uttar Pradesh conducted a multi-month pilot of the system with strong results. During the testing phase, ELS supported more than 20 million emergency calls and SMS messages. The system consistently identified caller locations, even in cases where communication failed almost immediately after connection.
Android powers the service through its machine learning-driven Fused Location Provider, which adapts dynamically to different environments. Whether callers stand indoors, travel on highways, or move through dense urban areas, the system delivers reliable location accuracy.
The service functions on all compatible Android smartphones running version 6.0 or higher. Once a distress call reaches UP112, the caller’s location appears instantly on command dashboards, supported by routing intelligence from technology partner Pertsol. This integration enables authorities to assess situations quickly and dispatch police, medical teams, or fire services without hesitation.
The rollout signals a decisive shift toward technology-led governance, where digital infrastructure directly enhances public safety outcomes. By embracing ELS, Uttar Pradesh has positioned itself at the forefront of emergency response reform, while Google’s move strengthens collaboration between global technology platforms and Indian public institutions.
