IOC Suspends Russian Olympic Committee
The International Olympic Council’s (IOC) Executive Board made a significant announcement on Thursday, suspending the Russian Olympic Committee (ROC) with immediate effect for what they deemed a “breach of charter.” This decision followed the Russian Olympic Committee’s recognition of regional organizations from four Ukrainian territories annexed since the invasion began in 2022.
The 141st Session of the IOC is scheduled to take place from October 15-17, and the IOC’s Executive Board convened for two days, on October 12 and 13, to deliberate on the proposals to present during the Session.
The suspension of the National Olympic Committee (NOC) of Russia occurred due to its inclusion of regional sports organizations under the authority of the NOC of Ukraine. According to the IOC’s statement, this unilateral decision, made by the Russian Olympic Committee on October 5, 2023, was considered a breach of the Olympic Charter. The IOC deemed this action to violate the territorial integrity of the NOC of Ukraine, as recognized by the International Olympic Committee in accordance with the Olympic Charter.

As a consequence of the suspension, the IOC declared that the Russian Olympic Committee can no longer operate as a National Olympic Committee, as defined in the Olympic Charter. Additionally, they are ineligible to receive any funding from the Olympic Movement. The IOC also stated that they would make decisions regarding the participation of athletes with Russian passports in the 2024 Olympics in Paris and the Winter Games in Milano Cortina 2026 “at the appropriate time.”
Ukrainian President Volodymyr Zelensky welcomed the decision, stating, “If someone in Russia thinks they can use sports and the Olympic movement as a weapon, that will definitely not work.” He expressed his gratitude to those who defend the principles of Olympism.
In response to the IOC’s decision, Russia’s Sports Minister Oleg Matytsin expressed his discontent on social media, asserting that the IOC had demonstrated a significant reliance on the political and business environment, thereby compromising its authority and independence.
The IOC Executive Board’s Director of Communications, Mark Adams, confirmed that members of the Canadian NOC would be present at the Session in Mumbai, despite a recent diplomatic row between India and Canada. He specifically mentioned Tricia Smith as one of the attendees and noted that another member would be an honorary presence.
